The Gem Cutter's is unlocked in level 47. Details of what is needed to build the Gem Cutter's can be found at the Carpenter or in the Workshops section.
To use the workshop, tap on it, then from the sauce menu, drag the icon of whatever item you wish to make onto the round, wood pedestals.
Building the Holy Hammer reduces production time by 15%.
